Born in England, Thomas Birch (1779-1851) moved to Philadelphia in 1794 with his father, noted enamellist and miniature painter William Russell Birch. Launching his own artistic career, the younger Birch specialized in winter scenes like Winter Scene, Sleighing Party, strongly influenced by English genre painting, and seascapes, achieving special acclaim for eyewitness scenes of naval battles during the War of 1812. Despite his proficiency and the critical respect of his peers, Birch was unable to obtain consistent patronage and died in poverty.
